Obama and Biden will make a compact (agreement) to stabilize Iraq (make it safe and sound). To do that, they will secure the borders so terrorists can't get inside, make sure other countries like Iran and Syria don't meddle in Iraq's business, try to bring Iraq's different groups together, and give Iraq money so that they can rebuild after the war.
