I am an international student wants to get married.?

Hi i am an international student from Bangladesh wants to get married but she's british. Do i have to get a certificate of approval from home office? the reason im asking coz before april 2009 i know i have to get permission but now there are some changes which is very confusing to understand, can anyone knows my answer please help me. I am planning to get married very soon.
