Why did my video memory went down from 64mb to 32mb?

I have an Intel GMA 950(yes, I know I'm using the ram for video memory) with 1.5gb of ram on a Compaq laptop. Is it a ram problem or the motherboard?Just bought it 10 months ago. The technicians in the store don't know why so I went here to ask some help. Thanks.
